Well, the fact is that it is very hard to protect passwords from being stolen, especially if they are in need by untrusted programs. Also, there are a huge number of programs that store passwords, the passwords storage place may be version-dependent - so, it is big problem not so easy to solve.
I think he meant to actually password protect DW.
This case- it is in my todo list for 2.0.
