i use winpatrol plus to manage cookies.

Yes, site sets a cookie; cookie controls first through browser, Firefox has good cookie handling and some extensions for cookie handling; second, through a good temp cleaner like CCleaner.

or winpatrol plus it also delete cookies on schedule too.
